Mr. Weaver has been working for almost a decade as an international expert in infrastructure finance, securitization and public-private partnership for World Bank, International Financial Corporation – IFC and Inter-American Development Bank – IADB in Washington DC. Bernardo has over fifteen years’ experience working with legal and financial aspects of the Brazilian economy, on the insurance, capital markets, and project finance for infrastructure area. He has advised countries such as US, El Salvador, Nigeria and Brazil in regard to local legal frameworks and legislation the advancement of PPs in infrastructure legislation. He has published extensively on infrastructure development, project finance and PPPs and appears as an international expert on broadcasting and cable TV in US, Brazl and Colombia. Mr. Weaver holds an MBA in Finance from Wharton Business School and an LLM in Insurance Law from The University of Connecticut School of Law.
